Biratnagar, Dec. 1: Central member of the Nepali Congress and newly elected member of the Constituent Assembly (CA), Dr. Shekhar Koirala, has said that the NC would take the leadership of the new government by incorporating other political parties as it was the largest party in the CA election.

At a programme organised at Koirala’s residence in Biratnagar today to express gratitude to mediapersons, Koirala said that the new government would be formed soon on consensus and co-work of all parties.

Stating that the election has made the political agenda of ethnic-based federalism a failure, he said a new constitution addressing identity of all ethnic communities would be promulgated.

Koirala said that disputed issues including form of governance and federalism would be resolved through two-third majority if such issues were not resolved through consensus.

He added that otherwise we could go for referendum if the two-third majority too could not resolve the disputed issues.

He expressed the belief that they would discuss with the UCPN (Maoist) and bring them to participate in the CA and added that a new constitution acceptable to all would be drafted within a year by co-working with the UCPN (Maoist).

The NC leader said that the President and the Vice-President would remain in the post intact until the promulgation of the new constitution as the interim constitution has not mentioned about the term of office of the President and the Vice-president. RSS
