Kathmandu, Nov. 13: Chief Election Commissioner Neel Kantha Uprety has said that the  Election Commission has completed all the necessary preparations for the Constituent Assembly (CA) election to be held on November 19, while also creating a level playing field for all parties and candidates.

Stating that the EC has created an environment wherein the voters can cast their vote on the basis of voter identity cards with photographs in a relaxed manner, CEC Uprety urged even those who are against the election process to respect the fundamental rights of the people to cast their vote, and to help in the historic act of strengthening and institutionalizing the democratic process.

Election materials including voter identity cards of 12,147,865 voters, electoral rolls with color photos, 30 million ballots of light blue color for FPTP Electoral System and light red color for PR system, and the required number of ballot boxes have already reached all the district headquarters.

Likewise, the process of transporting election materials of 68 types and voter identity cards with photographs required at 18,438 polling centers to 10,013 polling stations from the respective district headquarters has already started.

“We are using electronic tracking system from the central level to make the process of transporting sensitive election materials to the polling stations from the Office of the Returning Officer secure and well-managed. We have installed a mechanism at the center to decode the coded message that the 18,438 polling officers deployed in polling centers send about the situation of the polling center. And thus ECN expects it to be the milestone in impartiality of the election”, reads a statement released during the Special Media Briefing by ECN on Wednesday.

A total of 215,000 trained staffers have already been deployed in the field for management of election including Special Class Officers and Gazetted First Class Officers of the Nepal Government in 240 constituencies in 56 clusters for comprehensive monitoring of the election.

Lauding the role role played by the mass media in creating the environment for election, CEC Uprety on the occasion said the media by publishing the incidents of violation of the Election Code of Conduct has continuously sensitized not just ECN but even the voters.

“The ECN has treated everybody equally in course of implementing the Election Code of Conduct and law”, adds the statement.

ECN has made special preparations for making the election result public as fast and well-managed as possible immediately after polling is completed. CEC Uprety said on the occasion that results of FPTP would come out within one week of the election day while that of PR could take another three weeks.

Meanwhile, the ECN has brought into operation a call center inside the ECN premises from today. As a result, the general public can now directly receive election related information by calling the call center’s toll free number 1660 0144222. RSS
