Chitwan, Nov 5: Prime Minister Sushil Koirala has said that a new constitution will be promulgated with the consent of all political parties.

The government is not in favour of drafting of the constitution through a two-third majority process through voting, he said after handing an amount to a revolving fund going to be set up at the Nepal Press Union (NPU) Chitwan chapter in commemoration of democratic fighter Shyam Krishna Pradhan. The fund is being set up by the Pradhan family.

Consensus in disputes is the characteristic of Nepali politics, the PM said, adding the Constituent Assembly (CA) would issue the constitution on coming January 22 on the basis of political consensus.  Efforts are on to include the CPN (Maoist), the party outside the CA, in the constitution drafting process, he said, urging one and all not to use the language of threat.

“Prachandaji and other party leaders are positive towards the constitution-making,” he said referring to UCPN (Maoist) Chairman Pushpa Kamal Dahal Prachanda, adding that there is no power that could prevent the CA from drafting a new constitution.

Another conflict is unbearable for the country, he said, adding that anyone intending to hamper constitution drafting have to surely face public action.

On a different note, the PM announced to quit the prime ministerial post on the same day when the constitution is promulgated.

PM Koirala who is recuperating from lung cancer said now he is totally fit and fine, and has already defeated cancer.

NPU central president Badri Sigdel said political parties need pressure from press for timely drafting of a new constitution. NPU senior vice president Deepak Acharya said the Union is in the favour of entire journalists and a new constitution, pledging a supportive role in the constitution-writing.  On the occasion, Shyam Krishna’s youngest son provided a cheque of Rs 300,000 to the Union through PM Koirala.  Interests of revolving fund will be donated to journalist during emergency.

Prior to this, the NC Chitwan organised a programme in honour of PM Koirala and other CA members representing the district.
