Dr. Bhattarai submits fourth report to CA

Kathmandu, 11 Dec- The CA Constitutional-Political Dialogue and Consensus Committee presented its fourth report to Constituent Assembly Chairman Subash Nembang today.

Presenting the report to the CA Chair, Committee Chairperson Baburam Bhattarai said he felt humiliation for presenting an incomplete report.

Consensus on the key contents of a new constitution was not possible, despite several rounds of formal and informal meetings and talks to that end, he added.

The Committee met for the 59th time to seek a solution to the disputed issues of the forthcoming constitution, but of no avail.  Despite maximum efforts for forging political consensus on the matters of restructuring of the state, form of governance, electoral system and judiciary, the matters remain unsettled, he told the CA Chair.

Comparing the journey the Committee made so far with the expedition of the Mount Everest, he said it (Committee) has not been completely unsuccessful in  meeting the goal, but could not reach to the summit of peak due to noncooperation of his colleagues.

He said the CA is a sovereign body and he is hopeful that the contentious issues would be settled through discussions within the CA, paving the way for the promulgation of a new constitution within coming January 22.

Dr Bhattarai also stressed the need of consensus among the three major political parties in the CA to ensure the timely drafting of a progressive constitution.

The Committee faced difficulties to adjust to the mutual disputes regarding the constitution drafting task, he said, arguing the need of making compromises on some maters and taking a rash move to draft a constitution on time.

Receiving the report, CA Chair Nembang said the next CA meeting will hold deliberations on the report. The next CA meeting has been scheduled for 11:00 am on coming December 15.
